北京市石景山社区学院是石景山区人民政府主办并经北京市教委批准进行试点的一所集高等学历教育、非学历教育、社区教育于一体的综合性、社区性新型高等学校。
　　北京市石景山区业余大学成立于1981年，是国家教育部批准设立，由石景山区人民政府主办的独立设置的地区成人高等学校。石景山社区学院按照“政府统筹，社会参与，资源共享，功能多样，服务社会”的组建原则，在石景山区业余大学的基础上，组合石景山区电大分校、职工中专、师范学校、卫生学校等教育资源创建，于2000年6月正式挂牌运行。
　　学院设立有社区各界代表参加的决策、指导、咨询机构——理事会和校务委员会。
　　学院以业余、全日制等多种形式进行成人高等教育、高等职业教育和广播电视大学等高等学历教育；并进行以社区教育、职业资格教育、继续教育、岗位证书、等级证书、考前辅导及技能培训为主的非学历教育。
　　学院设有三个学区即中心教学区（校本部）、东教学区、西教学区，分布于石景山区中部及东、西部地区，建筑面积28000平方米，师资力量雄厚，教育、教学严格有序，图书馆有各类图书资料10.1万册，计算机教室全部实行网络教学，多媒体教室、语音室、财会模拟室、舞蹈教室、琴房、美术教室、护理示教室、药理实验室、学生宿舍和餐厅等各类教学和生活设施完备。
　　石景山社区学院主动适应社会和经济发展对各类人才的广泛需求，为高等教育普及化及在多种层次上给予求学者提供学习机会和条件，为建立终身教育体系和学习型社会服务。

Beijing Shijingshan Community College, financed by the government of Shijingshan District and approved as a pilot project by the Municipal Education Commission, is a community-based comprehensive higher school of new type, which combines diploma-aimed higher education, non-diploma education and in-community education into a whole.

Beijing Shijingshan Spare-Time University, founded in 1981 under the approval of the Ministry of　Education, is a separately set higher school for local adults, financed by the government of Shijingshan District.On the principles of an overall arrangement by the government; sharing resources owned as well as participating by the local people; providing various functions to serve the society, it was in June, 2000 witnessed the inception of Shijingshan Community College, based on Beijing Shijingshan Spare-Time University and joined by such educational resources as Shijingshan Radio and TV Branch, Vocational School, Normal School and Health School.

The School Council which is participated by the representatives of the community and the School Affairs Commission were established in the college to make decisions, give instructions and provide consultations.

At this college, diploma-aimed higher education is available for higher adult education, higher vocational education and higher radio and TV education in the form of part-time study or full-time study. In addition, non-diploma education is also available, mainly including community education, vocational qualification education, continuing education, post-certificate training, graded examinations training, pre-examination guidance and technical training.

The college is located in the center of Shijingshan District (the main campus). Apart from the main campus, it has expanded its educational program to the east and west campuses, located separately in the east and west parts of the district, covering an area of 28,000 square meters. The faculty is well qualified and the teaching is well organized both in and out of class. 　The library contains 101,000 volumes of books and its computer classrooms are all ready for on-line teaching. Other teaching and living facilities are all well equipped, such as multimedia room, language lab, accounting lab, dancing room, musical instrument room,art room, nursing display room, pharmacological lab and students’ dormitories and dinning halls.

Adapting itself to the wide intellectual demands arising from the social and economic development, the college applies itself to popularizing the higher education among learners of different levels and providing them with opportunities and conditions of study, thus contributing to the formation of a lifelong education system and a learning society.
